3.1 Project Overview

Construction Location: The project is located North side of Qianjin East Road, east side of Fuchunjiang Road, Development Zone 。

Construction Scale: Land area 11532.2㎡, Building area: Production building 45313.12㎡ (9F-1F) Guardhouse control room 61.2㎡.

Contract Estimated Price: 100 million yuan

Construction Period: 15 months

Quality Requirements: Qualified or above

3.2 Tender Content: Includes main civil structure, installation (including fire protection, excluding air conditioning), outdoor supporting projects: roads, water supply and drainage, landscape (sponge city), rainwater collection, lighting provisional items.

4. Bidder Qualification Requirements:

4.1 Bidders must be legally operating independent legal persons with general contracting qualifications or Grade 2 or above general contracting qualifications for building engineering construction and Grade 2 or above professional contracting qualifications for fire protection facilities engineering, and obtain a safety production license; the enterprise has good credit, good financial capacity and technical capacity, has corresponding general contracting experience and the ability to undertake this tender project;

4.2 The project manager designated by the bidder must have a Class 1 registered constructor qualification for building engineering;

4.3 Bidders and designated project managers should meet other requirements:

（ 1） The bidding unit needs to have a complete quality management system, occupational health and safety management system and environmental management system, and provide the enterprise's corresponding quality management system certification, occupational health and safety management system certification, and environmental management system certification.

（ 2) This project does not accept bids from enterprises with a record of being untrustworthy, subject to enforcement, or blacklisted within 5 years. (Checked on the "Credit China" website)

（ 3) This project does not accept bids from enterprises that have been administratively punished within 3 years. Including but not limited to the following: (Checked on the "Credit China" website)

1) This project does not accept bids from enterprises that have been criticized by the Ministry of Housing and Urban-Rural Development, provincial housing and urban-rural development departments, or municipal housing and urban-rural development bureaus for bad behaviors such as arrears of migrant workers' wages and falsification since June 1, 2019. The time is based on the date of the announcement.

2 ) This project does not accept bids from enterprises that have been administratively punished for safety production accidents in Suzhou since June 1, 2019;

3 ) This project does not accept Since January 1, 2019, enterprises and designated project managers have been administratively punished by construction and other relevant departments for illegal acts such as bid rigging, falsification, bidding in the name of others, fraudulent bidding, subcontracting, and illegal subletting.

4 ) This project does not accept Since January 1, 2019, enterprises that have abandoned their winning bid qualifications without justifiable reasons or have not signed construction contracts with the tenderer.

5 ) This project does not accept Since January 1, 2019, enterprises that have been criticized by the provincial, municipal, and county (city, district) construction administrative departments for arrears of workers' wages.

The above content should be truthfully provided in writing. If it is found to be untrue, it will be considered a breach of contract, and the breach of contract liability will be pursued. If losses are caused to the construction unit, compensation will be made accordingly.

5. Obtaining Qualification Pre-qualification Documents

5.1 The time for obtaining qualification pre-qualification is from 2:00 PM on July 18, 2022 to 2:00 PM on July 27, 2022;

5.2 Method of obtaining qualification pre-qualification: On-site registration and collection of qualification pre-qualification documents.

5.3 The following materials should be provided during registration:

（ 1) Original and copy of the bidder's business license.

（ 2) Original and copy of the bidder's relevant qualification certificates.

（ 3) Original and copy of the bidder's legal representative's ID card. If the registration is made by a commissioned agent, the original and copy of the power of attorney from the legal representative and the original and copy of the commissioned agent's ID card are also required.

Note: All copies must be stamped with the official seal.

6. Deadline for Submission of Qualification Pre-qualification Application Documents

6.1 The deadline for submission of qualification pre-qualification application documents is 2:00 PM on July 28, 2022.

6.2 Qualification pre-qualification application documents received after the deadline will not be accepted.

7. This tendering process adopts a comprehensive scoring system based on pre-qualification and investigation, and shortlisted units for formal bidding will be selected based on qualification pre-qualification.
8. The bidding information for this project will be published simultaneously through the media where this announcement is published.
