In her address, Secretary Shen Mi stated that as a key cooperation project between the Chinese and Singaporean governments, the park has always regarded talent as its most valuable resource and core competitiveness. It firmly implements the talent-strong district development strategy, gives full play to the superimposed advantages of China-Singapore cooperation, the free trade pilot zone, and the independent innovation demonstration zone, promotes the deep integration of talent chains, innovation chains, industrial chains, and service chains, and creates a brand of "achieving success in Suzhou and thriving in the park."

Over the past 28 years, in the development process of the park transitioning from follower to leader and from pilot to demonstration, a large number of leading talents and talent enterprises have emerged. They have worked together with the park, striving for common progress. Many of these leading talent enterprises have grown into headquarters enterprises and become leading listed companies. The benchmark and driving role of leading talents have become increasingly prominent, together composing the most inspiring chapter of talent in the construction of industrial clusters. Currently, there are 22 leading talent headquarters enterprises recognized at the provincial, municipal, and district levels, accounting for 15% of the total in the park.
